To minimise damage to electricity cables, it is a mandatory requirement to perform cable detection work prior to the commencement of any earthworks. Cable detection work must be carried out by a licensed cable detection worker to ascertain the existence and alignment of underground electricity cables before excavation

It is a mandatory requirement for earthworks contractors to purchase latest licensee service layout plans and engage a licensed cable detection worker to carry out cable detection works. SPPG cable and Gas layout plans are only valid for 3 months from on date of issue. Telecom layout plans are only valid for 6 months on date of issue.

Since April 2018, the Registered Earthworks Supervisor (RES) scheme has been in place to enhance cable and gas pipeline damage prevention. To ensure site supervisors are

- Competent in cable/gas pipe damage prevention measures and adhere to them.

- Supervise all earthworks and to communicate effectively with site personnel in the course of earthwork activities.

- Plan, prepare and manage earthwork activities safely to prevent damage to electricity cables and gas pipelines.

According to the Singapore Telecommunications and Electricity Act, all contractors must obtain information on the location of telecommunication and Power Cable underground services and obtain the approval from the respective licensee (SPPG & telco) prior to carrying out earthworks. For SPPG, High Voltage (HV) and Gas requires NCE submission. As for telecom, if the proposed earthworks are to be carried out within a distance of 10m of any of the Licensee’s telecommunication cables. The Earthworks Contractor shall submit the NCE to the Licensee not less than 7 days prior to the commencement of the proposed earthworks. In particular, the Earthworks Contractor shall state within the NCE whether the proposed earthworks involves road openings.
